Base64 embedding converts your images into text strings that are included directly in the HTML code. This means your profile photo and logo are part of the signature itself, not loaded from an external server. Recipients see your images immediately without having to "allow external images".
Open Outlook, go to File > Options > Mail > Signatures. Click "New" to create a new signature, paste the copied HTML code, give it a name, and click OK. Then select it as your default signature for new messages and replies.
